Kevin Hulbert founded XK Group Business Intelligence after a distinguished career with the Central Intelligence Agency (CIA), where he held a variety of high-level jobs and became a recognized expert on counterterrorism, counterproliferation, counterintelligence, human intelligence (HUMINT), Latin America, South Asia, non-traditional operations, cybersecurity, and covert action. An accomplished senior leader in the CIA’s Directorate of Operations, Kevin spent many years analyzing political and security issues around the world and responding to requests to deliver high-level briefings to the intelligence community, Congress, and White House policy makers on a variety of issues. He has collaborated extensively with multiple foreign liaison partners, particularly in the areas of counterproliferation and counterterrorism. From an overseas location, Kevin led some of the Agency’s most complex counterterrorism operations abroad. Kevin’s final job in government service was with the Federal Bureau of Investigation (FBI), where he was the Senior Advisor for Counterterrorism. In 2018, President Trump appointed Mr. Hulbert to the 12-person President’s Intelligence Advisory Board (PIAB). For more than six decades, the PIAB has been a trusted advisor to the President of the United States. The PIAB provides advice to the President concerning the quality and adequacy of intelligence collection, and advises on analysis, counter intelligence, and on a broad variety of other intelligence activities.

Kevin is fluent in English and Spanish and holds current TS/SCI (Top Secret/Sensitive Compartmented Information) clearances, with full background investigation and polygraph. Before government service, Kevin worked in real estate development and finance. After leaving Government, Kevin started the XK Group in July 2014.
